Purpose

The purpose of this policy is to establish the approval and completion requirements for the construction of educational facilities at Palm Beach State College to ensure compliance with applicable Florida Statutes, administrative rules, and safety standards. This policy applies to new construction, renovations, and capital improvement projects subject to approval requirements under Florida law and the State Requirements for Educational Facilities (SREF).


Approval of Construction Documents

Before a contract proceeds to Construction, the District Board of Trustees of Palm Beach State College, Florida (hereinafter “DBOT”) or their authorized review agent, must approve the Construction Documents per 1013.37(2)(a), Florida Statutes.

DBOT approval of the Construction Documents constitutes authorization for the College to proceed with the construction phase of the project.

DBOT shall not occupy or authorize the use of a facility until the project has been inspected and verified to be in compliance with all applicable statutes, rules, and codes affecting the health and safety of occupants.

Verification of compliance may be certified by the Architect or Engineer of Record, or by the Building Inspector as provided in section 1013.37(2)(c), Florida Statutes, and Section 4.2, State Requirements for Educational Facilities (SREF).


Approval of Construction Projects and Completion

The President or designee is authorized to:

  1. Approve acceptance of substantial and/or final project completion, as applicable;
  2. Approve and process final pay applications and all related close-out payments, including retainage, in accordance with section 218.735, Florida Statutes;
  3. Submit the Certificate of Occupancy and Certificate of Final Inspection to the Florida Office of Educational Facilities (OEF) for all projects above the threshold as defined in SREF Section 4.1.
