Public-Private Partnership (P3) Sports Facility: NR -2026-10LA-0-2026/LA

Palm Beach State College requests interested parties to submit formal sealed bids/proposals for the above referenced solicitation.
Scope of Work: The College has received an unsolicited proposal from Palm Beach Sports
Management LLC for a proposed public-private partnership project involving professional
soccer facilities on the College’s Lake Worth Campus. According to the unsolicited
proposal, the
proposed project would include the planning, financing, construction, operation, and
maintenance of a 6,000 to 8,000 seat soccer stadium and related facilities. The proposed
project would be located generally on the southeast corner of the Lake Worth Campus,
on approximately 10 to 12 acres, subject to further evaluation, due diligence, applicable
approvals, and consistency with the College’s campus master planning process. According
to the unsolicited proposal, the proposed stadium would serve as the home stadium
for United Soccer League men’s and women’s professional soccer teams and would also
be available for future College NJCAA men’s and/or
women’s soccer teams, if established by the College. The unsolicited proposal further
states that
the project would be privately funded by the proposer, with a current proposed budget
or project
vision of approximately $50 million to $60 million and would not require capital funding
from the
College.

Notice is hereby given that, in accordance with § 286.011(8), Fla. Stat., on Tuesday, May 19, 2026, at 3:00 p.m., the District Board of Trustees for Palm Beach State College will hold a shade session at the Palm Beach State College Loxahatchee Groves Campus, located at 15845 Southern Boulevard, Loxahatchee Groves, Florida 33470, to discuss collective bargaining strategy and terms related to the College’s negotiations with its bargaining unit.
The shade session will be attended by the District Board of Trustees and Ava L. Parker, President; Geovanni Denis, General Counsel; James Duffie, Vice President of Finance and Administration; Michael Pustizzi, Chief Human Resources Officer; Barb Matias, Human Resources Director; and a designated certified court reporter.

The Finance and Administration Departments compile a collection of fees which are assessed and collected on behalf of the College. Below is a list of fees that are changing primarily due to additional costs incurred for services that are passed to either a student or our community users.
Course Material fees are periodically reviewed to determine if increases or reductions should be recommended. The following course material changes for consumables (materials), hazardous waste removal, software licenses, and replacing broken tools have been evaluated.
